Ecological planning

"An urgent necessity requiring a long-term strategy, the climate transition imposes a great divide on political leaders: managing the immediate, including the jolts of opinion, while laying indispensable, but not all popular, milestones for the future. That's why Emmanuel Macron's announcement in 2022 that the Prime Minister would manage "ecological planning" was a real step forward" (Le Monde editorial, September 17, 2024).

 

Antoine Pellion, newly appointed Secretary General for Ecological Planning, looks back over the past two years and at the outlook for the General Secretariat: is contemporary French public action permeable to planning? To what extent does the political context threaten the implementation of planned actions?
