Regulatory framework

This page is the main publication and distribution medium for regulatory acts issued within the establishment. The school's regulatory decisions come into force once they have been forwarded to the Recteur. However, to be enforceable (articles L. 221-2 et seq. of the French Code of Relations between the Public and the Administration), they must be published, which is the purpose of this page. In principle, they are published in full. However, some may be published in part.

By order of the Minister of National Education, Higher Education and Research dated January 30, 2020
Ms Sabine SAURUGGER is appointed Director of the Grenoble Institute of Political Studies with effect from February 1, 2020, for a period of five years.

You can challenge a decision either directly through the legal process, or by first lodging an administrative appeal, which preserves the time limit for legal recourse.

 

A contentious appeal may be lodged with the Grenoble administrative courtunder the conditions laid down in the administrative justice code (recours pour excès de pouvoir, recours en plein contentieux and référés).

 

The administrative appeal may take the form of an ex gratia appeal addressed to the author of the contested decision, or a hierarchical appeal to the higher hierarchical authority (Recteur Chancelier des universités de l'académie de Grenoble).

 

Upon receipt of your administrative appeal, the administration can:

  • Either give you full or partial satisfaction, within two months of your appeal,
  • Either reject your request, within two months of your appeal, by an express decision or by an implicit rejection decision by remaining silent on your complaint for more than two months.

    In the event of an express or implicit rejection decision resulting from your administrative appeal, you have two months, which is a clear time limit, to lodge a contentious appeal with the Grenoble administrative court (articles R.421-1 to R.421-5 of the administrative justice code).

On November 5, 2019, elections will be held for users' representatives on the IEP's governing bodies (i.e. the Board of Directors and the Board of Studies and Student Life).
