EU Green Ambitions and Political Shifts: The Role of the European Commission in Turbulent Times

Although the policy implications of the European Green Deal remain to be fully understood, its adoption is widely regarded as one of the most significant policy developments in the European integration process in recent decades. Building on the debate on turbulence, this research argues that the European Commission's fluctuating green agenda (2019 - 2025) has been shaped by a legitimation strategy aimed at governing with turbulence, in order to respond to an increasingly volatile context marked by complex climate challenges. Our analysis shows that, in this setting, the Commission's agenda-setting role has become progressively more political, involving not only inter-institutional relations at the EU level but also broader political and societal dynamics.
