Cities, Territories, Solidarity (VTS) course

Villes, Territoires, Solidarités is part of the second cycle of Sciences Po Grenoble's degree program. Combined with the Social Economy Development and Expertise specialization, whose themes and organizational principles are similar, it forms the Societies and Territories School. Its aim is to train professionals capable of assuming positions of responsibility and management in various fields of public action that are currently undergoing radical change: cities, housing, social action, employment and training, education, local development, etc.

Description

Training takes place over two years.

The first year comprises one semester of teaching (three types of courses: courses reserved for the VTS pathway, courses shared with the DEES pathway and courses shared with other graduate specialties), followed by a semester of internship or academic study.

 

 

The second year is the year of specialization, and welcomes two types of students: initial training students and continuing education professionals. Courses are taught in monthly sessions, and take the form of thematic seminars (knowledge and analysis of the various action sectors and specific issues) or workshops designed to acquire intervention methods and tools.

Internship

Students complete a 4-6 month internship in year A4 (semester 2) and a 6-month internship in year A5, from September to April, alternating with teaching: (3 weeks of internship/1 week of teaching). Unemployed professionals also complete an internship.
These internships take place in public or private organizations.
 

Examples of recent internships:

  • Within the framework of A4: inventory of social housing and development of a "suitable housing" scheme (City of Grenoble); study on the issue of the "right to food" (INRA Montpellier); coordination of a housing assistance program (Greek Council for Refugees, Thessalonica)...

  • As part of the A5 program: evaluation of the participation policy in the urban area (Grenoble Alpes Métropole steering and evaluation department); study on integration methods for prison leavers (prison administration, Isère prefecture, Grenoble Alpes Métropole, local association).

Skills

The Cities, Territories, Solidarity pathway is designed to enable students to develop key professional activities over the course of their training. A set of skills is associated with each activity. The skills repository sets out in an orderly fashion the steps required to successfully complete the activity. Activities and skills referenced in the training program.

● Define the object of study and identify the players involved in the policy studied and their interactions at
different scales;
● Contextualize the social policies studied: legal and regulatory field, historical,
economic and social, territorial;
● Carry out bibliographical research and rank academic sources of
reference as well as reliable institutional documentary sources;

● Identify the political and institutional, social, economic and territorial stakes of
public policies for the various players involved;

in its territorial context;

● Relate information on the needs of publics, in a territorial context, and in
a critical and problematized perspective;
● Take into account the specificities of publics in order to adopt an adapted posture;

● Produce and disseminate a structured analysis and diagnosis.

● Take ownership of the elements of the diagnosis(es) and/or project objectives;
● Contextualize the project environment;

implementation, adjusting if necessary;

Job opportunities

On completion of the course, students are offered jobs with local authorities, associations and other organizations (social welfare bodies, social housing agencies, consultancies, etc.).

These jobs are varied:
Managerial professions : head of a local mission, director of an education/youth department in a municipal authority or a housing department, head of an integration association...
Engineering and coordination professions: city policy project manager, local development officer, health or local education project coordinator, participation officer...
● Expertise and advisory professions : employment/training consultant, research officer in a HLM organization, city policy evaluation officer.
