At the age of 24, Hugo Biolley, France's youngest mayor in 2020, is preparing for a second term in Vinzieux, in the Nord-Ardèche region.
Convinced that "every mandate is a new page", he is approaching this new stage with the determination to continue the momentum gained since 2020, combining political responsibility with an academic career.
